		<description>Dare I way in on such topics but I&#039;d like to note a clarification on this mater, in noting that the initiative was actually an Australian initiative, even if the SMH didn&#039;t note it. Howard helped deliver US approval on his visit to Washington last week, and Australian Foreign Minister Alexander Downer was given the priviledge of announcing it to the world with US representatives in the background, because ,... well...Australia drove this, not the US, and lets be honest, its not as though the US is able to deliver the support of China on just about anything these days, is it?</description>

Doing so would put American businesses and jobs at a disadvantage to two of our fastest growing rivals.  This new pact offers the hope of a global environmental policy that we can endorse; because it will be an equal playing field (provided the Chinese don&#039;t cheat).  The European bureaucrats hate it because they were not involved in writing it, and it does not sufficiently punish America.</description>
