I personally think FEMA is confused about what sort of emergency they're facing, but I tend to be paranoid. What blows my mind is that everyone points at George Dubya as if he were solely responsible. But, if you look at the facts, it's quite clear that it's been a b***s up right from the lowest levels up to the top. The only thing that allows me to retain my faith in American efficiency is the speed with which they're restoring things now. They are an incredible people.
