Who Said This?

After Harriet Meirs (coughKarlRovecough) withdrew her nomination, which politician said the following in reference to the renewed search for a Supreme Court justice?

“I want the President to look across the country and find the best man, woman, or minority that he can find.”

Don’t Google it, just guess.
