ummm, like, binding emissions targets maybe? Perhaps like Kyoto tried to start? This really isn't all that tricky. An emissions target gives countries to implement first best solutions like a carbon tax (new zealand) or take other steps in accordance with local conditions. No one said enforcing it or getting agreement on it was going to be easy, but it is fundamentally the right route.</description>
