I cannot accept executive orders or signing statements as legitimate forms of law or legislation.They appear to circumvent constitutional restrictions dealing with the separation of powers.They appear to be blatant authoritarian dictatorship.All must be expunged immediately.

This will be a bill that needs no signing statement.

Now that Specter has made the “tough talk” headlines, the bill will say:

- Past signing statements are retroactively legal
- Future signing statements shall be enforeced as if they were part of the original bill
- Further legislation regarding signing statements will have no force or effect

That’s his record. When Specter puts up an anti-Bush bill, you can guarantee that it’s effect will be zero, a simple waste of time.
