Both McCain&#039;s and Bush&#039;s proposals effectively suspend Habeus Corpus. If the administration gains the right to hold people indefinitely, all other legal measures become irrelevant.

If you read both proposals carefully, they contain provisions that can be interpreted in such a way as to imprison US citizens indefinitely if they &quot;provide aid to terrorists.&quot; Afterall, the Bush administration can interpret &quot;aid to terrorists&quot; however they see fit.

Does that include, as Bush insists, simple dissent from the administration&#039;s goals?</description>
