As for Bush&#039;s veto power, I believe the two houses of congress can set new rules for themselves without Presidential oversite. So if they want new lobbying rules and earmark rules and such, they can just do it.

Most of the big agenda items would have to go through Bush -- but he can&#039;t veto them all. Like Clinton after &#039;94, he&#039;ll have to pick and choose what to veto if he wants his presidency to be at all viable for the final two years.</description>
