In fact, the Vice President is not a member of any branch of government and has no actual power other than to cast a vote in the case of a tie in the senate. His only real purpose other than that is to step in if the President becomes incapacitated. He's also not allowed to be fired by the President. So... whether what Cheney is doing is right or wrong, he is correct about the fact that he is not a member of the executive branch and therefore is not subject to executive orders. So far as i know, the only one not complying with it was Cheney. A bit off topic, but is it a coincidence that as I read of Cheney's escapades the one of the Spam blocker words to submit a comment on this post is "swine"?
