Rockefeller IV, all knew &lt;em&gt;before&lt;/em&gt; these tapes were destroyed, that we had waterboarded terrorists.  

Apparently, they approved of the techniques, since they had not used their authority as members of the House intelligence committee to protest.  In fact, the reaction of these lawmakers to being briefed on these techniques was, "not just approval, but encouragement."</description>

No lasting effects otherwise? I'll go out on a limb and guess that the tortured don't think water boarding or any other form of torture is a momentary annoyance. The torture my not inflict grievous physical harm but it is almost assuredly mentally and emotionally harmful.
