It was setting up expectations so they had a no-lose situation regardless of actual Nevada results. If they lost, they could blame the process - saying <i>"we told you so"</i>. Having won, they can say they overcame the a rigged game and exceeded expectations, despite the fact that a few weeks ago conventional wisdom was that Nevada was a lock for Clinton.
