The Iraq invasion was always going to be a strategic clusterfuck, even a quick glance at the "Powell Doctrine", let alone reading any military strategy or history would have indicated this. So of course there was never going to be a "shared burden" across the USA - why should those who saw was likely to happen (and were absolutely correct) should accept any burden for the incompetence of the fools who got the USA into this morass?
