Its a pure policital play - it doesn't solve anything, and causes more problems than it solves - but it SOUNDS good. 1: HOW WOULD YOU LIKE A THOUSAND DOLLARS? (im going to steal your car if you say yes) 2: Sounds good, what was that about my car? 1: nothing, so do you want the THOUSAND DOLLARS?!! Its distraction-ary and simple.
