I would assume that Todd means, "in the minds of the voters." McCain has to make people believe that with the military crisis in Iraq and Afghanistan (and more looming with Iran, even the NewSSR), an economic crisis of uncharted proportions, the government grabbing for as much power as it can, that a 2-year senator is simply too risky a choice. He has to convince voters that what Obama lacks in experience, he also lacks in good judgement given the people he surrounds himself with. And what he lacks in good judgement, he also lacks in political courage given his voting record in both the Illinois legislature and in his highly partisan, very brief career as a US Senator.

But don't worry, Obama fans, McCain and his campaign are apparently incapable of effectively articulating those messages.
