According to the stories that I've been told, it goes back to the early 20th Century when the Byrd machine controlled Democratic politics, and hence politics, in the state. They put the one-term limit in there to (1) be able to"reward" people with the top spot in the state on a regular basis and (2) prevent the Governor from being able to build up a political machine of their own.
