		<description>bubbles is correct, here in Virginia we are unique in the fact that our Governor --- who is relatively weak compared to the state legislature to begin with --- is a lame duck from the day they entered office. According to the stories that I&#039;ve been told, it goes back to the early 20th Century when the Byrd machine controlled Democratic politics, and hence politics, in the state. They put the one-term limit in there to (1) be able to&quot;reward&quot; people with the top spot in the state on a regular basis and (2) prevent the Governor from being able to build up a political machine of their own.

Its archaic, but you&#039;ve got to realize that this is state where the Supreme Court can, and does, rely on precedent going back 150 years or more.</description>
