No, he didn't. He may have given money for HIV/AIDS drugs, but he does not give funding to any group that promotes the use of condoms. No, he didn’t. He may have given money for HIV/AIDS drugs, but he does not give funding to any group that promotes the use of condoms. If he spent even 10% of the money he spends on drugs on condoms, he’d actually be preventing the spread of HIV.

Religious ideology required that abstinence only be the rule of the day and put up roadblocks to preventing spread through prostitution. That was purely a product of the ONE campaign. Basicly, a bunch of actors got together and they were like "we don't want your money, we just need your voice." and got alllllll these signatures and petitions to Bush to pledge some money to africa. So then Bush saw this, and was like, why the heck not? And sent money. So then he got credit for all the work that everyone did to convince him to sign a piece of paper Bush shouldn’t get credit for the HIV thing. That was purely a product of the ONE campaign.
