"Which is the better outcome: to torture and save innocent lives, or to refrain from torture and allow innocents to die?"

That question is really two dimensional. First it assumes that the interrogated actually knows anything of import and then assumes that they'd actually tell the truth while under duress.

What if waterboarding never fails? Or at least as effective as anything else? Does that mean, hypothetically, that we've reached the bottom of the slippery slope and that type of torture under that circumstance is therefore morally appropriate?

It seems then that waterboarding itself not intrinsically wrong, but only if it leads to something worse and unexcusable.

And the question still remains. Which is the better outcome: to torture and save innocent lives, or to refrain from torture and allow innocents to die?
