		<description>The Maine bill was signed in early May and will go into effect in Septemebr unless a valid &quot;voter&#039;s veto&quot; makes the November ballot. Even if they get the signatures, the voter&#039;s veto has to win on the ballot to stop the bill from going into effect.</description>
