		<description>It doesn&#039;t matter. Arlen Specter is and has always been effectively an independent. Ben Nelson votes with Repubilcans as often as he votes with Democrats. On cap and trade, Obama can already count on not winning the two Michigan Senators over.  Lieberman is an independent. Bernie Sanders is an independent.

This isn&#039;t a parliamentary system. Even among loyal Democrats, there are poison pills that can cost votes in every piece of legislation.</description>
