FEMA Trailers Still In Arkansas

The story says it all:

More than 10,000 trailers that could be housing hurricane evacuees sit empty on airport property in Hope, Ark. — and the area’s congressman was there today pushing FEMA for answers why they still aren’t being used.

He didn’t get all the answers he wanted about why the trailers are still in Hope or when they will start moving out.

U.S. Rep. Mike Ross, who said the trailers are a sign of poor government management, met with a FEMA representative for a tour of the site today.

FEMA spent $441 million on the 10,777 trailers and is preparing to spend another $6 million for gravel to keep them from sinking, said Ross.

“We’ve got people who are homeless waiting for five months for one of these homes,” he said.

This is FEMA’s explanation:

FEMA says it has been stymied by federal regulations, such as one forbidding trailers to be positioned in flood plains � which rules out much of the area hit by Katrina � and by officials in Louisiana, where the need is greatest.

“It’s amazing that every state in the union embraced Katrina evacuees except the folks in Louisiana,” FEMA spokeswoman Nicol Andrews said.

After Katrina, FEMA ordered 135,000 trailers, most supplied by large national manufacturers and some acquired from local dealers, she said.

“We have a lot of trailers in the supply line. The challenge is where to place them,” she said. Only eight of Louisiana’s 64 parishes have welcomed them, she said. “You can’t plug a trailer into a tree.”

I guess my first question is why did FEMA buy them in the first place if they’re now going to blame federal regulations about trailers being in flood plains?

    fema is a total mess ,trailers should have been sent. trucks of ice in trailers hundreds of miles away.fema wasted millions of dallars . people who needed help were told NOT ENOUGH DAMAGE when your home is tore up how much damage do you have to have. fema should be totally redone and get some people who know what is going on .

    return the trailers to their manufacturers and have them store them… The needy in the effected areas are now mostly elseware.
    Move the trailers to where the relocated victims are or sell them to the states affected and make them responsible for where to put them…
    Seems to me if the gov make the states the liable comptroller in these situations where government has the assistance and the states dissperse that assistance and keep up with the lagitimacy of the states applicants.

    I agree with Razor. The government is wasting taxpayer money to please bedroom buddies. There had to be an idea of what, when, and where. Someone knew that there would be trailers. They knew a place would be needed. The real question is…
    Why use so much of the money (resources) on something that seems to be temporary? They are saying whatever saves their asses. I bet the main reason FEMA wasn’t prepared is because they were dining on steaks and brown envelopes. They got caught bent over with their pants around their ankles while they held onto the bathroom sink.

    Why is 10,000 trailers still sitting in Ark. Seems kinda stupid to have them sitting there with no effort to bring them to families in need. I think that FEMA will just send those trailers that are going bad to the scrap heap wasting more American tax dollars. Problem is that the money, and effort is not where it needs to be. It’s truly devastating that we can send troops, and material anywhere in the world in a timely manner, but we can’t get that same support within our own Country. Need to re-evavaluate our priorities. Seems to me American’s come 1st. At least that what our Country was founded on, and that’s what I was taught. A shame that growing up I’ve seen the opposite.

    I believe someone is getting rich on this trailer deal. Fema knew when they ordered them that Fema’s on regulation would not allow the trailers to be placed in a flood zone, but yet they ordered them anyway. Sounds like someone at Fema had a good idea, but it didn’t turn out that way. Probably the same person that is allowing the payment of 25,000.00 to storage the trailers. Did Fema think people from LA. would move out of the flood zone and into a trailer?? I hope some heads roll over this deal, we as citizens are paying of the trailers to be stored and we paid for Fema to buy them.

    The problem with the trailers is that they are sinking in the mud. The area around the Hope Municipal Airport has basically been used to plant soybeans for the last twenty years and FEMA, in their now renowned wisdom, didn’t put
    any gravel or concrete or anything down to park the trailers on. Now they are sinking in a not so uniform manner which is warping the frames. Chaulk up another one for Superior Government Planning.

    I work for a major manufactured home company located in Kentucky. This whole situation brought several jobs to people who needed them. My company personally built well over a thousand of these mobile homes that are sitting in Arkansas. FEMA rushed us for months to push these homes out the door, which we did at a rate of about ten houses per day. They are well built homes and are designed to specifications to withstand high winds. They also have new couches, refrigerators, stoves, matresses, and bed frames in every home. If they aren’t going to use these homes or can’t find a way to use them, then why not sell them off or give some of them to families in need. If my tax dollars are going to be used for this reason I really would like to see someone get use of it. WAKE UP!!!!!!!!

    I know a little about this issue as I was one of the drivers that delivered some of the houses that are in Hope, Arkansas. I would like to comment on some of the above statements. Returning the trailers to the manufactures would cost tax payers more than just keeping them down there. FEMA paid up to eight dollars (and in some places in Kentucky they paid for the truck fuel) a mile to move these trailers when regular freight on one of these trailers is around two dollars a mile. What happened is, people such as Jackie Williams from Ga created his own company, and then contacted FEMA for a contract to supply X amount of houses for the victims. FEMA then paid these individuals, or their companies, large amounts of money to supply the houses and deliver them to the FEMA holding areas. The individuals then contacted the manufactures and contracted to buy thousands of homes. By the time it got to the driver we received around five dollars a mile. When this happened everyone wanted in on the money making deal. Drivers that owned their own trucks rushed to get mirror bars and house hitches welded on their trucks so they could start pulling trailers. By the way these are the same guys that usually cussed us for being on the interstate when they came up behind us. Fly-by-night house haulers it what I usually called them. The government waived many laws regarding transporting of manufactured houses for the hurricane victims. We could pull them at night, no permits required, no pilot cars required, there were drivers out there that had no idea on how to safely pull one of these things now pulling them 24 hours a day and 7 days a week, with no requirement to keep up with our log books. Don’t get me wrong, I was in line like the rest of them, but I have 15 years behind the wheel with 9 years experience pulling trailers. Arkansas must have seen a golden opportunity here because Little Rock decided to put a stop to any night movement, issue tickets for log books, all equipment must be exact. They even put a DOT (department of transportation) officer on the lot inside the gates in Hope, Arkansas. He gave more tickets out to drivers over little things than the whole state gave out in speeding tickets. Now as for the trailers setting, I delivered a couple of trailers, to Tallahassee Fl. at the old Blue Angles AFB. They stated that they have houses that were delivered last year for the hurricanes that hit in 2004 still sitting around, and what is sick they stated they still haven’t received all of them. So Hope is not the only place these houses are stored. Hope is the only place that is sinking and destroying them. In Selma Alabama, not only do they have an abundance of houses they have travel trailers stacked in rows that go on forever. FEMA bought 150 brand new Ford F350 Dually pick-up trucks to move these around on the lot. A little much don’t ya think? Brand new Gators, four-wheelers, you would not believe the things I have seen. Now to the issue of trailers going bad, no they do not just go bad they have to be damaged first. See Fly-by-night house haulers above. Also FEMA decided they wanted to store as many houses as they could (more houses more money I guess) so they had us park them as close as we could get them to one another, sometimes about 6 to 8 inches apart. This is fine if they are on stable ground. What’s happening now is when you mix the rain in with the soybean field the ground is soft so the houses are now falling into one another. Another thing, not only are these houses filled with new couches, refrigerators, stoves, mattresses, and bed frames in every home they also have microwaves, kitchen tables, dressers, nightstands and the heat and air units along with all the duct work to install the units. This is something FEMA demanded and would not accept any trailer with out them. I have many pictures of the Hope, Arkansas confusion if anyone would like to see them. The government wasting our money? The public doesn’t know the half of it! Sorry this was so long, I just needed to vent!

    I can’t figure out whether Jim Hall (not your real name, I’m sure) is braggin’ or complainin’ about his involvement in the FEMA trailer fiasco. It seems there was no lack of opportunism at any level since Katrina hit. I too profited from the blunders of the federal govt. It’s the American way. Jim you act like since you have years of experience hauling these trailers that you somehow get a pass on the profiteering that went on. Who did you contact to get your sweetheart deal? Now you almost are biting the hand that feeds you. I bet we’ll see you for some time as these trailers are transferred to the coast and when the next round of hurricane trailers are ordered. Why don’t you just walk away and say “I can’t profit from this, it’s wrong”?

    I live in the town(Hope,AR) where the trailers are being held, its at the Hope municapal (sp) Airport, FEMA is paying Hempstead County 25,000 dollars a year to have them placed here. The total amount of trailers to date is 15,000. Last week they had a meeting on what to do with the trailers and so forth. Not sure what they came up with but thats the deal so far that Im aware of. They are concerned with Tornado season coming up and what not…go figure they decided to plant it right in Tornado Alley…..

    I would like to know what is happening to the smaller trailers that were sent to Louisiana? I met hundreds of them on I-59 20 last of 05 and early 06 now I am meeting them going back North some of them in good shape and some of them that looked like they have been stripped. So what is going on? Is Fema selling these trailers and not telling the public? I would like to buy some if I could get information on what is going on.

    Just like others, I just saw thousands of FEMA trailers off I59 between Baton Rouge and Mississippi, going east. I understand from others that over 7,500 people in the storm damaged areas are still waiting for these trailers to have a roof over their heads…if this is so, then why are these just sitting unused? I am not interested in buying them, only seeing the people that need them most get them. Afterall, isn’t that what was suppose to happen? I also witnessed dozens of FEMA parks that were partially empty…I saddens me to hear Americans talk about New Orleans being “Back to Normal”, when the truth is they are FAR FAR AWAY FROM BACK TO NORMAL! FEMA needs to get off their ass an help these people, stop wasting time and valuable resources. This is our Government hard at work for us…hmmmm, what a joke!

    Well I just stumbled across this site and damn are you people one sided as hell!!! I agree with alot of wasted money and such. I have been working in Louisiana setting those travel trailers and a few mobile homes. For one, Hope is just a holding area for these trailers from there they get sent to where ever they are needed throughout the united states!!! I/ we set about 32 of these hope units back in april 06.
    those 15,000 trailers sitting there just didn’t appear over night they have been baught over time and have been in reserve awaiting disasters like Ivan, Katrina, Rita, Charlie and so on not to mention floods eslewhere in the USA. Those trailers come and go …thats what people don’t see or admit to seeing!!
    I have seen alot of wasted money and think FEMA needs to fire all those big contractors like FLOUR that are hired to oversee operations in different disasters. FLOUR oversees the louisiana area and swindles FEMA out of our money. One example after we set these travel trailers FLOUR has a guy go in behind us and reset them @ about 400.00 each and bills the FEMA for it…I talked to a guy who stopped at a trailer my buddy and I just finished setting and told us what he was up to…We argued that our trailer was set correct according to FLOUR’s rules and regs. He said it didn’t matter he was resetting it anyway!
    Now for the damn state of Louisiana they should get rid of that damn govenenor and Nagin!!! The state does everything it can to interfere with the set up of travel trailers parks and mobile home parks. We were confronted by the state propane commission the man told us if we screwed the lines to the bottles on the front of the travel trailers we would be fined 500.00 per bottle we hooked up… Gee if you own a travel trailer you can hook up your own bottles, thats legal!!! this was in Mansfield, La. We have encountered all kinds of interuptions and set backs from the local government in La. If FEMA could pull out and be politically correct about it I think they would….you don’t hear any complaining from the mississippi folks and that place is just as tore up. I have been there too…as a matter of fact you never hear anything from Alabama or Florida either.
    So stop bitching about those Hope trailers and totally blaming FEMA for everything and look at the big picture!!!! Oh and if your one of them saying FEMA needs to get off their ass and go help these people!!!
    Get off your ass and go help these people!!! Go set these homes up!!!!! We have set thousands of travel trailers and its still not enough.
    I have seen a bunch of these trailers trashed by the occupants who don’t give a damn about the help they get. To them its free and thats all that counts, something free from the tax payers so they trash them to the point some can’t even be refurbashed and sent to a holding area for the next disaster!

    Oh yea I almost forgot!! These people setting these homes and travel trailers work 7 days a week sun up to sun down!! only a few thousand people are working to get these homes out to millions that lost everything… It doesn’t happen over night or in a year or two….relax a little and find something to do besides being an ARMCHAIR FEMA director!!! and comming up with a ton of assumptions. Get more info before you start to complaining and try to get the whole picture in sight so you can hit a subject with all the facts in hand. This is not a perfect operation and FEMA does need to revamp its organization in a major way I agree.

    Okay, I have seen some of the mobile homes that are for sell after they have been used that are located in Florida. Let me tell you about the filth I saw! They are absolutely disgusting! Walls torn up, floors stained and burned. Cabinet doors torn off, refrigerators, microwaves and stoves stolen. It is appalling to me the way these people have lived and torn these free homes up! I live in a Fifth-wheel trailer a good portion of the year due to traveling for work and they last, they hold up, they are well-built. These individuals who have lived in these FEMA trailers just do not care about what they have been given and it just wasn’t enough for them. It makes me mad that this is what happens to my tax dollars! These people have no pride, they have no pride in the homes they lived in, as I see these homes after they are devestated by natural disasters. These people who are getting these FEMA homes just don’t appreciate what they have been given. I’m glad these trailers are just sitting there not getting wasted! They can be sold and maybe then the money can be given to help re-build. I think that is what should happen. The mobiles sold and the money used to re-build or restore the damaged homes. Not given to the home-owners but, to somebody who oversees their homes being restored so that they are restored. You should check out the website http://www.gsaauctions.gov and see how these homes have been taken care of - might give you a different perspective!

    RAM, Thank you for all you ahve done to assist with setting trailers up in LA, MI, AL, and anywhere else you have been. There are those of us out here that do appreciate it. As for FEMA, yes I do believe that they do the best they can under the current situation with the local governments…still it isn’t good enough. Although housing from FEMA may seem to be Free, remember only those that had flood insurance received compensation..meaning, they actually paid for insurance year after year and so is is really free? I have gotten off my ass and helped in the areas damaged, this is why I am so upset with what is happening there. A year after a major catastrophic event, people should not be living in tent cities anywhere in the damaged areas..no matter what the reason…especially when two of our past presidents raised over $530 Million dollars to assist. I have been in real estate for over 15 years and know that alot of housing can be build with that kind of money. Many people in LA lost there homes, had insurance coverage and were denied money due to some part time adjuster deciding that the damage wasn’t flood related…many of these people had home that were paid in full…no mortgage, fixed income, etc….when the insurance failed, so did the ability for these people to find new living arrangements…one of these people happened to be a good friend of mine and she worked her entire life to have the home she had…paid all her bills and was denied the money that was rightfully hers to start over…she now lives in TX with her grandson and his wife, their 1 year old baby boy (they also were denied flood damage, yet their home was filled with 9 feet of water)…see what we often hear about are all those that don’t give a damb about the home they lived in, the FEMA trailer they have been awarded with or even the neighbors they lived next to…this is the picture the media and those that have more want to paint..reality is that alot of good hard working people lost everything they had and have to rebuild from nothing..and thanks to great people like you that take out time to give back to communities by volunteering or working to rebuild, it makes it a bit easier. I am mad as hell about the entire situation down in the South, and even more mad that this has been happening all over the country for many many years…Florida is still cleaning up after past hurricanes and the number of tornados in the midwest still show signs of destruction….who’s really the one to be responsible? NOw get out there and set those trailers up…lol:) Have a great day!

    I have a FEMA trailer that would be good for a hunting camp. It was rolled in a toronado I fixed the roof it dont leak.. it has a/c no water heat but I do have the tank just all the electronic goodies had been stolen off of it. It has a new sink base and stove. A full size frig regular house style toilet. Its 30 feet long and ready for hunting season just take an electric heater with you.. I can be reacvhed at 251-747-3816

    Thank you for the good words!.
    I absolutly hate the fact that these insurance companies are not paying people for the homes with water damage saying they were not covered for flood damage…..My bigass B.S flag went up over that one. In my opinion its hurricane damage not flood damge….those houses didn’t flood because of heavy rain or over flowing rivers they recieved water damage from a hurricane pushing in water from teh gulf……if there was no hurricane there would be no water damage….and most of the places that were no longer stand and was determined it was because of flood waters ….it was actually high winds that caused that…well a combo of the two but one guy had a video of his nieghbors house blowing apart and teh insurance company called it flood damage….B.S.
    As for people still living in tent cities….i agree they shouldn’t be there. but we also have to account for the large number of homeless that were normally hiding out in abandoned buildings that are not there anymore. So they gather in the parks and use tarps from other peoples roofs to build a tent..
    I like the idea of selling off some of those mobile homes and assigning money to a project like rebuilding entire nieghbor hoods… it doesn’t need to be anything fancy basic stuff is all that needed onlty using energy efficiant windows and appliances.
    Giving the money to these people to do it just does not work in a staggering large number of people….for example one guy was given 90,000 bucks to rebuild his house ..baught two new boats and a new truck…then demanded more money …when his time expired on his trailer and nothing was done to his house…FEMA gave him notice his time has expiered and his trailer was getting picked up…the guy had a cow. So giving people money directly doesn’t work and as a result slowed down the process for those who are honest and need the money to live and rebuild.

    Now lets work on getting Reservist and guardsmans retiremnet checks when they retire instead of when they turn 60…yes uncle same will not pay a military reservist his retirment money until he or she turns 60…When I retire from this and i’m 40 something years old I should start getting checks that day not after I turn 60 …thats B.S

    Fema assured the manufacturers of these homes that they would not flood the market with them. I have an offer to purchase 1,500 of these homes and ship them out of the country. Fema gets back a portion of their money and 1,500 families have homes.

    I have offered pro bono work but the laws make it nearly impossible to install homes in our area. A good talk but no one wants them in their back yard.

    What a shame.

    Wish someone could let me know who to contact.

    As I read this blog I saw the problem..Armchair Quarterbacks, Everybody Bashes the government for not doing enough and as they provide temp housing the “victims” want more. They first off live under the flood plain…how dumb, then when it flooded, as they were told it would, they wanted $$$ and someone to save them. I am a CERT team President and teach Disaster prep. I have responded to many disasters and am in dis-belief of the Ignorance and low life games from the Governer on down to the Cops who looted the stores to the folks demanding more from everyone else while doing nothing for themselves.
    FEMA, like anything the Gov. tries to do is inefficient and filled with corruption. Thats why its up to the individual and the local Govt. to fix the problem. Your tax dollars represented you. If you did not go there and help then shut up. Get trained and the next time be prepared. I cannot believe that they are rebuilding New Oreoleans below sea level again…I will not rescue them again. If you think this is bad, It should only be a few more months before the lawsuits from the “Rescuers” come rolling in like at the twin Towers. Everyone thinks the Trailers are a terrible waste until they think they want one, then the story changes…..Shame on you all..

    My husband works for FEMA. It seems to me that everyone wants to bash FEMA about housing trailers. If there was no place to house the trailers and campers and they were all sold what will happen when another disaster hits. It will be katrina all over again. Yes FEMA did drop the ball after Katrina but they have learned from their mistakes. Lets talk about the people who have lived in the trailers. They are coming back destroyed. It seems to me like people would take care of something that they have to live in so hopefully it can be used again. People need to stop compaining about FEMA and do something. People are sitting at home watching the tv instead of getting out and to see what they can do to help. My husband after katrina worked 7 days a week with sometimes a couple hours of sleep. He was gone from home for over six months. Now a year and a half later he still works 7 days a week. These people are doing what they can to help and all you are doing is sitting on the computer complaining. But of course everyone wants to buy a trailer. http://www.gsaauctions.gov

    Thousands volunteered to help, your husband was paid top dollar+ benefits+overtime….Everyone knows thats the only reason to work for FEMA.$$$$$$$$ yeah, I feel real sorry for yall… omg

    If you ever had to live in a prefab POS contracted out to the lowest bidder/ made with the cheapest materials for a year or 2…. with the fresh smell of formaldehyde…… Much of the time with little or no services, (garbage collection etc.) and lets see how it came back from your lot. Yeah, not everyone is suzy spotless, but you try living in a 0 bedroom travel trailer with 4 other family members for 2 years…. Yeah, i bet it will be real fresh…

    Sounds like your the one sitting around watching to much TV. Cause your in never, never land…

    These type of trailers are toxic - there were several reports published in the ’70s about this - the government should have known. Anything with particle board, new plastic, ceiling tiles, many fabrics, etc., will put out toxic substances into the air we breathe. Humidity and heat exacerbate the outgassing process - these people were undoubtedly poisoned - because of the way our government works.

    There are people out their like my self who are displaced for one reason or the other who would do any thing to have a roof over their heads I for one would love to buy a used fema trailer, and I hope this message gets out to all of you who have given fema a bad name, at least you had a home, and you didnt have to pay for it.
    Shame on you for biting the hand that helped you.
