No doubt it is, but that&#039;s without any media behind Bloomberg to define who he would be as a leader. So I think Mike can make that case, whereas Rudy has already been defined.</description>

The perception of Giuliani by the residents of that city is much different than the perception the nation had of him post 9-11.</description>
